My theory for the actual reason Baar Dau fell, after Oblivion?

It was put there originally by Sheogorath.

Who had been (Shivering Isles spoilers) turned to Jyggalag, so he briefly didn't exist, and then was mantled by a mortal, who hadn't figured out the job yet.

And was Vivec ever wholly in command of the rock in the first place? Do we take him at face value? Vivec?

Another wonderful oddity of the Isles - a regional Minior. Their colours change based on where they make contact with the Isles - The Fringe, Mania, or Dementia. I wonder if Sheogorath threw one of these at Vivec City!

When I first read the in-game text for Baar Dau, I scoffed.

"Here Vivec stopped the moon before it crashed into Vivec City. The moon levitates now above the city and is known as the Ministry of Truth"

I mean, this guy, a whole moon??????

That's got to be too small to be a moon, right? Isn't there some minimum size requirement that this doesn't meet?

But it turns out it isn't too small. There isn't a standard minimum moon size. If an object in space is in orbit, it's a moon regardless of size. Moons are also called natural satellites for this reason.
